Public Service Professional
Responsible for providing specialized program and consultative services. Advises and consults on a wide range of issues within a wide range of technical, economic, public, and civic areas. Develops systems and services for designated focus. This role demonstrates a level of expertise in one or more areas and is responsible for the interpretation and application of broad policies and procedures. May supervise the work of others; however, this is a secondary function of the role. Competencies for this role are usually gained through formal education, specialized training, and/or experience in a program or specialty area specific to the position responsibilities. Specialized and progressively responsible experience is required as the level increases.

Level Descriptions
Public Service Professional 1
- Provides specialized program and consultative services directly to customers.
- Performs needs assessments, develops systems and services.
- Designs, staffs, and delivers programs that may be broad in scope yet defined in specialization.
- Advises and consults in a complex specialty area with great latitude in independence.
- Performs performance assessments that have a great impact.
- Develops and enhances funding from external sources including increasing customer sales and developing customized proposals for business development.
- Exercises independent judgment in carrying out work under broad supervision.
Education/Experience
Typically requires a bachelor’s degree in a relevant field and four years of relevant experience, or an equivalent combination of education, training, and experience.
Certification/License
Applicable certification may be required.

Public Service Professional 2
- Provides a broad range of complex program and consultative services directly to or on behalf of customers.
- Program and consulting services are large and complex in scope.
- Participates in high-level interactions with customers in broad areas.
- Develops and maintains close working relationships with stakeholders.
- Works directly with customers on planning.
- Contributes to the development the program(s) and manages projects.
- Develops and enhances funding from external sources including increasing customer sales and developing customized proposals for business development.
- Acts as a liaison with media and press outlets.
- Develops and delivers training in area of expertise.
- Researches, drafts and maintains publications on areas of specialty that are geared to the audience.
- Operates with a high level of independence.
Education/Experience
Typically requires a bachelor’s degree in a relevant field and five years of relevant experience, or an equivalent combination of education, training, and experience. May require an advanced degree.
Certification/License
Applicable certification may be required.
