Responsible for the leadership, direction, training, and operational management of areas specializing in public services. Provides strategic expertise and guidance on a broad cross-section of functions. This role accomplishes goals through overseeing their areas of responsibility, planning, managing resources, prioritizing, and directing the responsibilities of employees.

Public Service Management 1

  • Manages the day-to-day operations, budget, and personnel of a unit within an agency.
  • Develops new and existing innovative programs.
  • Develops funding streams through multiple sources.
  • Develops relationships with key customers and stakeholders.
  • Collaborates with internal and external partners in the management and delivery of services.
  • Makes recommendations on policy revisions and long-range planning.
  • Relies on experience and judgment to plan and accomplish goals.
  • Decisions are largely guided by policies and procedures.
  • Ensures project deliverables are met.
  • Develops programs.
  • Develops and maintains close working relationships with stakeholders.

 

Education/Experience

Typically requires an advanced degree in a relevant field and five years of relevant, progressively responsible experience, or an equivalent combination of education, training, and experience. Supervisory experience.

Public Service Management 2

  • Manages the day-to-day operations, budget, and personnel of multiple programmatic units or large specialty area that has agency-wide impact.
  • Provides highly complex technical assistance to customers and manages one or more large program areas.
  • Represents higher management capacity in the absence of direct supervisor under defined authority.
  • Manages policies, and develops revisions.
  • Serves on leadership team and participates in long-range strategic planning.
  • Manages other managers and professional staff.
  • Decisions have broad impact.
  • Problems are increasingly difficult to identify and solve and therefore may not be able to solve using existing practices or procedures.
  • Responds and adapts to changing conditions by recommending innovative or new approaches.
  • Oversees large scale projects and multiple funding streams.
  • Makes decisions on how to prioritize actions and accomplish project objectives.
  • Determines and allocates appropriate resources to achieve goals.

Public Service Management 3

  • Manages the operations, budget, personnel, and strategic direction of an agency.
  • Responsible for seeking and developing additional funding.
  • Ensures legislative mandated purpose for agency is achieved and fulfills the University’s land grand mission of outreach.
  • Responsible for driving the overall mission through agencies, programs, and services.
  • Develops, implements, and measures the progress of long-range and strategic plans.
  • Consults with and advises senior leadership on the development of the vision, mission, and strategy and services and programs offered.
  • Directs activities of agency to ensure goals are met, projects are completed, and progress is made toward strategic initiatives.
  • Decisions have far-reaching impact.
  • Acts with substantial discretion.
  • Develops innovative solutions for difficult, complex, and systematic problems that may have precedent-setting implications for the agency.
